The safety hook does not is a construction detail: is which makes the assembly comply with ADR 5.3.2.2.5, which requires the folding panel not to open while the vehicle is in motion. The manufacturer writes it out in full on its plate holders; A BICMA describes the hook and does not say what it is for.
